It has no known physical form but can override active broadcasts, VHS tapes, and even closed-circuit security feeds. Viewers report a pale silhouette flickering behind static or color bars, often waving or pressing its face against the screen. The figure's outline resembles a child aged 6–9, but facial details shift between frames, and eyes appear either too large or entirely absent.

Prolonged exposure induces feelings of guilt, nausea, or misplaced nostalgia. Several cases involve individuals claiming they "used to know him," despite no prior history or evidence. Those who watch for more than 11 minutes exhibit mild amnesia and confusion about their own childhood.

During a confirmed incident in 1985, Static Boy hijacked an entire evening's worth of local programming across three counties, broadcasting looped footage of a child alone in a featureless white room. The child whispered a name—still unidentified—and scratched symbols into the walls, which were later matched to drawings found in the home of a missing boy from 1978.
