Summary:
Echoes_003–1D, informally known as “Dead Ringer,” manifests as a telephone call received on analog landlines in abandoned or disused military facilities throughout the Puget Sound region. The call originates from a number that does not exist in any government or civilian directory. If answered, the call plays a distorted audio loop of classified naval communications, interspersed with a male voice calmly stating the name, rank, and date of death of a U.S. Navy servicemember who died in non-combat situations between 1955 and 1962.
The anomaly is non-physical and does not appear to exist outside of the audio event. The same message has never been recorded twice. Voice recognition and forensic linguistics suggest the voice belongs to Lieutenant Commander Arthur Klein, a former communications officer who perished in a boiler explosion aboard the USS Skagit in 1957—an event which was officially classified.
In rare cases, individuals who answer the call have reported hearing their own name and a date that has not yet occurred. These individuals often suffer psychological destabilization and must be placed on suicide watch for a minimum of 60 days.

PARADIGM has acquired and sealed off eight disused naval and army communication posts identified as high-likelihood hotspots. Any analog phones found within these sites are either removed or sealed with resin compound. Facilities are monitored remotely for signal fluctuations and unregistered audio transmissions.
All personnel entering flagged locations must undergo psychological screening and may not have a personal history of military service. In the event of an Echo occurrence, the affected phone is to be removed and incinerated within 12 hours.
